This article traces the development of Japan's immigration policy and the factors which shape its content. The first part discusses the unique aspects of Japan's immigration policy; the second part outlines the development of an integration policy; the third part examines how admission and immigration controls will have to contend with social changes such as globalization and the aging of the Japanese population. The conclusion cites the need to establish a specific office to implement Japan's emerging integration policy.

President Trump won an Electoral College majority in 2016 bolstered by voters who supported him, but not the previous nominee, Mitt Romney. Evidence suggests that a campaign promising a more restrictive immigration policy was the key to this improved performance among cross-pressured voters. In the months since inauguration day 2017, however, voters did not remain unaware of the administration's programmatic steps on immigration and the opposition they encountered. I interpret evidence from a panel survey to suggest that voters gained knowledge about immigration policy after 2016, and began to align their policy views with the positions of their favored political parties. Inasmuch as voters' policy positions become identical with their party preference, the potential for immigration policy to again act as a wedge issue in 2020 is greatly reduced. President Trump's 2020 campaign may be able to mobilize more base voters given this increase in policy-party congruence but he may not be as successful as in 2016 in attracting crossover voters.

Due to the economic crisis, from the beginning of the new century many of Portugal's former immigrants have moved on to Spain and other European countries, in parallel with the increase in Portuguese emigration. In the context of Southern Europe, Portugal faces a singular situation. Similarly to Spain, Italy and Greece, the country registered a strong immigration in the late 1990s. However, in the early years of the new century immigration has decreased. At the same time, emigration has continued and a new wave of emigrants has left the country, mostly directed towards Spain. As regards government policy, admission and integration have been addressed but emigration has not seriously been looked into.

An impending talent deficit caused by declining working age population and surging need of professionals pose a severe threat for the knowledge-intensive countries like Finland. Competence-based immigration can partially remedy the situation if supported by appropriate policy making and governance. Through multiple-streams framework (MSF) approach this intrinsic case study analyses the construction of the national macro talent management framework during the last two decades. By examining the policy change through MSF, the article demonstrates how the issue of competence-based migration was moved out of the 'immigration periphery' and bridged to the economic policy.

The results show that despite the obvious need for strategic planning only trivial policy changes were made until recent years. This changed when a group of 'policy entrepreneurs' created a new narrative on immigration, defined a new policy arena, and firmly placed international talents on the policy makers' agenda. Political changes and external trends fortified the favourable circumstances. With systemic approach and a clear mandate from the government, the window of opportunity for the economically and societally significant immigration policy making is now finally open. However, recruiters and the public need to embrace the ethnic and cultural diversity to reap the benefits of the renewed policy.
